ftp files and security

Hello everybody,

1) I am setting an ftp site and i was wondering how it is possible
to limit users that have an account on my machine but are able to
login with a shell to only be able to see a only a directory in their
home but not the rest and especially also prevent them from changing to
any other directory even for viewing only

2) how can i prevent anonymous users from viewing /ftp/etc/ passwd and group
files ? only by changing the privileges flags ? does ftpd needs to have these
world readable ?

This may seems easy to some but I would like some input before my
systems looks like emental cheese. :)
