Insert new groups in C

Hi,
        I am trying to find a way to create a new group and add users to
that group through C. However I did not find any library functions that
allow for that. Getgrent(3) does not refer to any function that could do
it. Also, is there a function that returns the highest UID / GID used?
And last question..What is the best way to create user's protected
database file? Should I use create_file_securely(3) for it?

Any help would be appreciated..Thank you..
