I got a couple of replies. I already knew of uu.net and gatekeeper.dec.com as
places to get the "official" INN, and you can get INNunoff[23] from
ftp.math.psu.edu:/pub/INN (see also http://www.math.psu.edu/barr/INN.html).

Harold has offered me a copy of "his" INN; he didn't indicate what his base
version was (unoff, sec, or otherwise):
You can grab my INN dist from ftp.marconi.ca in /pub/dist/INN.
my_INN_site.tar contains the config data, the other INN dist
tar is used internally in Digital.

James didn't provide a copy of config.data, but said:
Here'smy config. du 3.2a, and cc. This is for unoff3. You're best off
running 3, it's the latest and greatest. Let me know if you have any
   questions.

And consorting with the FAQ was suggested; the latest just reappeared in my
site's copy of news.software.nntp, so I'll romp around in there. If anyone
else has DU specific offerings/hints/kinks that they don't thing are addressed
in the FAQ, I'll happily resummarize additional comments you make.

OBTW, anyone out there interested in offering me an NNTP feed? ;-)

Thanks to:
        Dave Tetreault <davet_at_uriacc.uri.edu>
        Harold March <MARCH_at_mtl.marconi.ca>
        James Anderson <anderson_at_ocaxp1.cc.oberlin.edu>

P.S.: anyone else out there notice SPRINTlink's fun today around 1000 EST? A
couple of cut fibers sure hoses T1's...
