Q: mapping block devices to files (ie. user file systems)

I would like to be able to mount file systems are are not block devices,
or in other words that are files. I am aware of some software that will let
you do this on Linux, but I have not seen nor have heard of any references
for dec OSF. I'm running OSF 2.0 if it makes a difference, though it
really shouldn't.

any help/suggestions would be greatly appreciated.
