The problem was that ftpd was being started as daemon instead of as root.
>From inetd.conf:
ftp stream tcp nowait root /usr/sbin/ftpd ftpd
That is the correct entry. I had daemon instead of root.
Also, as many people pointed out, the fact that it uses audgen shows I'm
running enhanced security. Though, when I do a secsetup and select BASE
security it tells me it's already running base. I'll figure that out
later.
