OSF/1 2.0, OSF patches, and the clock patches

The notes in ftp://ftp.digital.de:/patches/osf/leapyear/README seem to
indicate that OSF/1 2.0 systems should have patch OSFV20-236-22
installed, and 3.0, OSF300-234. I can find no mention of such patches
in ftp://ftp.service.digital.com/patches/Readmes/osf. Is it necessary
to have the patches in order to avoid the leap year problems? If so,
are the patches available for FTP somewhere?
