I am compelled to ask: Do (or will) the 4.0 docs provide a cookbook for how to
determine what "hardware has been phased out", or what hardware is compatible??

FWIW, rather than the PFN, I'd be thrilled to see the doc's say:
On OSF-1/DU version N.m systems, type the following command(s):
# blah blah blah
# halb halb halb
Use the results to answer the questions in the form at:
http://www.service.digital.com/upgrades/compat.html
After filling out this form, you will be told what DU offerings are
compatible with your hardware configuration, including required ECO's.
Each version (perhaps including even 1.3) should have a set of canned commands
(or things to do, like "open the box and look for this Rev # on this board"),
and there should be a relevant check box on the hypothetical form.
I know it's asking a lot, but it must be known already if it's in the 4.0
docs. If such a form or tool already exists, please let me know and I'll
happily summarize! Based on the PFN comment, however, it sounds like it
doesn't...
