Man what a pain!  Compiling INN 1.4 on Ultrix was much simpler.
I am compiling with gcc by the way.
First I got these errors:
> /usr/bin/lint: 15206 Memory fault - core dumped
> /usr/bin/lint: 10655 Memory fault - core dumped
> cp llib-linn.ln ../llib-linn.ln
> cp: llib-linn.ln: No such file or directory
> *** Exit 1
        So somebody told me to take out all references to lint.  I did
that to config.data and all of the Makefiles.  In /lib/Makefile I even
had to take out the install line about llib-linn.ln because of the line
llib-linn.ln:   lint.
        Then I did a make clean and make all and this is what I got: 
rc.c:16: conflicting types for `htonl'
/usr/include/machine/endian.h:89: previous declaration of `htonl'
*** Exit 1
        Does anybody have a config.data file and all of the Makefiles of
a version of INN 1.4unoff3 that actually works with OSF 3.2D?
