NIS and C2

We are running Digital UNIX 3.2d with C2 security on two
servers. When introducing NIS, the shells change on the NIS
slaves/client.

e.g. if a user is configured to use ksh on the NIS master
server, when logging onto another they receive a csh shell. Has
anybody else expericened this problem, or have any ideas.
