I need to add a bit of clarification to the message I sent (see below).

Anonymous FTP won't work in this situation because we can't allow anyone,
except the specific client to access files. If he creates a data set for
John Smith, then only John Smith can have access to the files.
I think what I'm really looking for is an FTP daemon with access control
that doesn't necessarily rely on /etc/passwd. I don't really want these
people to have accounts on the machine per se, I just want to restrict
access to the files. I have looked at wu-ftpd, but it doesn't seem to have
quite what I need.

I have a user on one of my machines who does data processing for people
around the country. They send him some data, he fiddles with it, generates
statistics, etc, and then returns the results to them. Some of these
results are very large (upwards of 10 megs) and he would like to put them
somewhere where the clients can FTP them. Here's the problem--I would like
him to be able to create accounts for these clients (FTP only), but I don't
want to give him root access on the machine. Is this possible?
