does /dev/pts have to be 777 ?

DU installs with permissions 777 on /dev/pts, is there a reason for this?
Some of my users have discovered they can get around the
"messages off" and still write to peoples screen by doing
echo's to /dev/pts/whatever since it's 777. Also, they have a bad
habit of creating files in that directory when they mess up
their echo command. Anyway, my question is, can I go ahead and
take away the global write access to this directory without
any adverse effects?
