External disk hangs the system...

I've got a very curious problem connecting an external Quantum
VP32170S (Saturn) disk to an AlphaStation 200's external SCSI port.

Any write activity to this external disk holds up _all_ other disk
activity (read or write) on the other (internal) disk. In fact, if I
try moving a large amount of data to the disk, it will completely lock
up the system until it is finished---because reads to the system area
are quite frequent, of course.

It seems like it could be a termination problem, but you know,
switching terminators doesn't seem to help. If the drive is
erroneously configured to terminate internally, would that cause these
symptoms?

I'm looking for clues, experience, suggestions... thanks for the help.
