Shutdown for non-Superuser

Occasionally (usually on weekends), there comes a need for one of the
users of our Alpha running OSF/1 v3.2 to shutdown the system. Is there a
way to allow someone to do a shutdown without giving them su
priviledges? Ultrix has an Operator account that we use on our 3100's.
Does OSF/1 have anything like this?
