Maxusers and Taskmax

Hello Managers,
Sorry if this is a little academic but I've been asked to look into
changing the maxusers and taskmax parameters in the kernel but I can't
seem to find the information I need. I've looked in 3.2c online
documentation and can't find very much... It's very vague as to what
it considers a high load system and doesn't refer to specialized
servers! Is there a place I can look to find out exactly what these
parameters are for and what they should be set to in various
configurations? ie. We have a server dedicated to serving approximatly 45
gigabytes of date and 8500 home directories and no interactive logins.
Another has strictly interactive logins supporting approximatly 125+
logins while running Oracle. Both are DEC 3000's with 128 meg of ram
running DU 3.2C. Any help is greatly apreciated!
                                                                Thanks!
