How do I eliminate "file table is full" messages?

While running ArcInfo on a V2.0 alpha, we often see messages like the
following:
   Jun 12 14:43:13 landscape vmunix: file table is full

I think this means there are too many files open at once. How do I
control the size of this table? I tried increasing maxusers and
regenerating the kernel but it seemed to have no effect. Clues,
references, or RTFMs greatly appreciated.
