http server configured as 'inetd'

Hello!
        We have just started a new community freenet using a DEC alpha-OSF/2
platform. Our alpha is located on the university campus and is
currently operating under the university's internet domain. We have been
installing various software packages including the Chebucto Suite, and are
now working on installing our http server Apache.
        The Apache daemon is running, but when we try to access our home
web page we get error messages:
                
        Netscape - socket is not connected
        Lynx - transmission aborted
        
        We've tried changing the inetd.conf file and the /etc/services
file to show the new http daemon at port 80 and rebooted, but this still
didn't solve our problem. In fact, since making those changes, our Pine
email has been screwed up: we can send messages out, but we can't get
any in.
        When we do a "ps -ef" command, all the processes have ??
under the TTY designation. The university's DG/UX knows that our alpha
'is alive' and when we do 'interactive mail' from the DG/UX we do get the
message into the freenet Pine.
        We're stuck ... can anyone help?
