Q: DU-4.0 upgrade/now gcc won't work

Greetings. I just installupdate'd from DU 3.2D-2 to 4.0 and now whenever
anyone attempts to compile (either with cc or gcc) the compile errors out
attempting to read standards.h which does not appear to exist on my system.

Anyone happen know what package got missed/deleted/corrupted during the
upgrade?
