SUMMARY: Installupdate 4.0/no compiling

Thanks to tpb_at_zk3.dec.com for the quick answer.

Aparantly even though setld showed them installed my compiler back end
and header files got erased/corrupted somehow. A setld -d and then setld
-l from the OSF 4.0 CD repaired the problem.
