How do I switch to Enh. Security without locking root?

Hello,

I have a new Digital 3.2C machine which I originally set up with
BASE security, but now I want to use ENHANCED security, so that I
can use such admin tools as XIsso.
When I tried to switch to Enhanced Security with /usr/sbin/secsetup,
when I rebooted, I could not log into any account, including root.
I read some stuff in Digital's DIA database about passwords greater than
8 characters being truncated, but all my passwords were less than 8
passwords.
This was pretty nasty, and the only way I could get into my machine was
to remove the hard drive, boot to single user mode, insert the hard drive,
mount / and /usr, then run /usr/sbin/secsetup.

So can anyone tell me how I can switch a system to Enhanced Security, and
still be able to log into the machine?
