mail, nis, shell issues

Hello.

We nfs mount a mail directory located on a central nfs file server. We
also export passwd lists via NIS. We want to create a mailserver that
will have nfs mounted user's home directories (and hence their .forward
files) and will be able to receive mail and distribute mail via pop. The
problem is that we don't want users to be able to log on (i.e., telnet,
etc.) short of disabling telnet, rlogin and I know that the .forward file
will still allow them to start a telnet session on a non-restricted port,
how do I do this? Changing their shell will work except it won't allow
.forward's to work (i.e., that execute programs). Changing their
password won't allow them to retrieve pop mail. Furthermore, the danger
of users being able to execute programs on this machine via the .forward
files is also significant.
