NO AVAILABLE PTYS

    I checked the archives for this question but the solution did not
    worked for me.
    
    When a non-priv user tries to open a Decterm via Session Manager
    (application menu) the message on the console reads there are no
    available ptys. The decterm windows appears on the screens and quickly
    disappears. I did a MAKEDEV on pty2, pty3, and pty4 but it did not
    solve the problem. Could this be a privilege problem because as root I
    am able to open as many decterms I want through session manager.
    
    This occured after I re-installed version 3.2 (the factory version was
    on the machine), changed the disk partition table, and copied /usr
    partition back to disk.
    
    Particulars - DEC 3000/300 running version 3.2 DEC UNIX; RZ26L disk,
    UFS file system.
