[Q] Can't set umask(?)

Hello again:

An interesting 'feature' of our OSF 3.2B system is that a user's
default umask is 7077 (that's not a typo). It is not set to be that in any
.profile, .login, or .cshrc file. If I try to change even root's umask to
say 022 (which should be

-rwxr-xr-x

it works except for the execute privledge yielding

-rw-r--r--

which remains unset until a chmod command. I never saw anything like this
my days in SunOS or Solaris.

Am I missing something here??

Karl
