vedquota broken on OSF 3.2?

vedquota isn't paying attention to the quota value I'm trying to set for
a user on an advfs fileset. It's a 17GB fileset; I edit the soft quota
field to be 10000000 for this (or any) user, which should be 10GB if
it's in 1024 byte blocks like the "in use" field. ...well, the followon
vquota listing for that user says the soft quota was ~1.6+ MB (similar
story for the hard quota).

What gives. Was there an advfs patch addressing this for the v3.2 level
that I haven't installed?

-Alpha 3000/600 _at_ OSF/1 v3.2, rev.214
-fstab fileset listing:
› data_dmn1#fold1 /fold1 advfs rq,userquota,groupquota
-quotas for the fileset turned on with vquotaon
-"df -k" listing for this file set:
› Filesystem 1024-blocks Used Avail Cap Mounted
on›
    data_dmn1#fold1 17755008 7105255 10641640 40% /fold1
