The problem was that I couldn't set my umask so that execute priveledges
were given. Here's the scoop:
1) The system I used to administer ended up having a hacked kernel that
allowed such things.
2) In normal unix, execute priveledges are given to your file ONLY if it's
an executable binary (works like this in OSF), otherwise you must manually
set it with chmod.
