I got a number of great responses from the following whom I thank:
wolinski_at_umaxp1.physics.lsa.umich.edu, Kolin E. Hand, Ray Bellis,
Peter Stern, fje_at_buckeye.cb.lucent.com, Kevin Hildebrand, Larry Griffith ,
Richard L Jackson, Simon Tardell, Andrew Sheaff,
kimball_at_falcon.invincible.com, bremner_at_cs.mcgill.ca

Just about all the suggestion were things I had tried out. The error
message I keep getting is
T_ERR_NI - RECEIVE_TIMEOUT
        84 FAIL

I interpret this error to be a timeout of the network interface (NI) on my
3000/500 system because the bootp server responds to the ARP request during
boot fine. I see on the 3000 console the IP address of the boot host so the
two systems do communicate but snoop does not show any other packets
transmitted between the two systems. Since originally my bootp host was a
SunOS machine, I repeated the process using a DEC7000/610, with exactly the
same results. I even experimented with SET ETHERNET 1 (it was set to
0/THICK) but that disconnected the 3000 from the network. What surprises me
is that the SET ETHERNET command allows the values 0/THICK and 1/TENBT. I
do not have a coaxial interface on the system, only AUI and TP.

I will simply have to wait for my campus software library to receive the 3.5
firmware upgrade CD from DEC. (Beats me why DEC did not send it to them
from the beginning).

Once again I want to express my appreciation to everyone who responded.
