DECnet 4.0(on DU 4.0) setld fails, DCE 2.0 decsetup fails

I upgraded to DU 4.0 from 3.2C on Saturday.

The DU upgrade went without a problem.

I had to remove DCE and DECnet for the upgrade.

I went to install the new versions and both
installations failed.

DECnet
--------

I get errors from the setld scripts relating to "tr"

tr: String2 contains an invalid character class

This seems to cause the script to fail and the product
does not get loaded properly and kernel objects are
not loaded on reboot.

I get no tr errors when I build my own tr test cases,
so tr does work, as far as I can tell.

DEC support is on the case, but has nothing concrete
to say yet.

DCE
-----

I had been running DCE 1.3 prior to the DU 4.0
upgrade.

I installed the layered product from CDROM and
preserved the databases.

I then select dcesetup and try to start DCE. I get
the error

*** ERROR in dce_check_daemon for dced

and dcesetup exits.

I check the dcesetup.log file and it contains:

*** Can not verify security configuration; check
status of daemons
*** Can not verify cds configuration; check status of
daemons
*** Can not verify cds directory version; check status
of daemons
% /opt/dcelocal/bin/dced -c
Error reading temp file in check_daemon...(exiting)
*** No endpoints registered for dced
Checking for and removing CDS shard memory segments
and semaphores

Anyon have any ideas???
