all telnet ports in use?

     Hi --
     
     I know this question has been asked before, but where can I find
     archives so I don't have to ask the same question that someone has
     already answered before?
     
     My basic question is I get an error of all Telnet ports in use on an
     DU 3.2 with C2 security enabled. I added more pseudodevices, edited
     the /etc/auth/system/ttys file, and the devassign file, -HUP'd init,
     but no luck. Am I missing something here?
