alpha-sctrace 1.3 prerelease 1 now available.

find version 1.3-pre1 of alpha-sctrace, a system call tracer for OSF/1.

Now supports 4.0.

Please let me know if you grab it and find any problems - I'd like to make
a proper 1.3 release in the next couple of weeks.
