I got lots of suggestions but it turns out that the problem was caused by
a second print spooler that we're testing.  I was getting "bind: Address
already in use" errors in /var/adm/syslog.dated/xxxxxx/lpr.log.  Once I
stopped the other spooler it ran fine.  Thanks for everyone's help.
