It is certainly not obvious, but the answer was posted recently.

Open the Application Manager (a drawer with a pencil on your CDE front
panel), then the System_Admin folder, then DailyAdmin, then Host
Manager. Read the help for some extra tidbits.

Use /usr/bin/X11/dxhosts. The left mouse button clicked on each host
allows you to select the x display access you want.

dxhosts is called the Host Manager within the CDE application manager
(that icon with the ruler, calculator, and pencil in a file drawer).
Go to System_Admin, then Daily Administration to find the Host
Manager.
