accounting info

Hi,
maybe a stupid question, but I'm a newbie on several issues.

The problem:
A lot of people of different groups are using a program on one
DEC-ALPHA.
But who has two pay the annual fee? My first idea is to log the use of
this program by user/usertime/group. But how?

Any help appreciated.
