nsrd doesn't come up automatically after reboot

Hi,

after rebooting our nsr host (DEC-OSF)
the nsr server was not started automatically.
I had to start it by hand via /sbin/init.d/nsrd start

in /sbin/rc3.d there ist the file S99nsrd linked to /sbin/init.d/nsrd

any idea why this doesn't work on startup?
