Thanks for the many who help me out on this. The following is a
message I received from Alan Small that explains fairly well where to
get to it. This can also be run from the command prompt by running
dxkerneltuner.

The easiest way to do this is with the KernelTuner GUI. From the CDE
desktop open:

 ApplicationManager -> System_Admin -> MonitoringTuning
 -> Kernel Tuner


maxuprc is a member of the proc subsystem (doubleclick on proc in the
kernel tuner). In the proc window, max-proc-per-user is the alias for
maxuprc. Change its boot time value, hit OK, exit the tuner and save
the parameters.

You can check the changes by looking in your /etc/sysconfigtab file.
There should be a couple of lines like:

proc:
        max-proc-per-user=200
        maxusers=256 (and any others you may have set)

The changes will be accepted on the next reboot
