VMS -> DU Porting issue (lib$tparse)

I appoligize if this is a FAQ but I have a user who is attempting to port
some software from VMS to Digital Unix (4.0a) which is heavily dependant
on the lib$tparse service.

Is there an equivalent function in DU or has anyone dealt with this issue before?

Any assistance would be greatky appreciated.
