networker upgrade---is dec screwing us?

i just installed the newest polycenter networker save and restore
upgrade (4.2) and couldn't get my tape loader (a dlt 4700) to work.
it turns out that with this upgrade, i must now buy a $2500 jukebox
license in order to continue to run NSR with a sequential loader, even
though i didn't need the jukebox license in the past. can someone
else confirm this? this is ridiculous, if the release notes are true.
