Thanks to:
            Patrick Farley.
            Hellebo Knut.
            Benoit Maillard.
            Javier Aida
            Todd Acheson.
            Yehoshua form Digital Israel Support.

The steps that solve the problem was:

1. Edit the /sys/conf/SYSTEM kernel config file. Find MAXUSERS and
i change
32 to 64. Save and exit

2. Do 'doconfig -c SYSTEM'

3. cp /vmunix /vmunix.old;mv /sys/SYSTEM/vmunix.SYSTEM /vmunix;reboot

To see that the change realy take affect after reboot :

1. DO 'kdbx -k /vmunix /dev/mem'.

2. p maxusers.
