SUMMARY: problem -- can't run batch jobs (fwd)

Hello again! I only got one response to my request, and it gave the right
answer. Thanks to Shari Skinner (skinner_at_zko.dec.com) for the fix.

The problem was that no one could run batch jobs on one of our alphas, even
thought the at.deny and at.allow files were in their proper configuration
(i.e., there was no at.allow file, and the at.deny file as empty).

The solution was to set the permissions of /usr/bin/at to be

 -rwsr-xr-x 1 root bin /usr/bin/at
----^

The "s" permission lets the user have the rights of the owner of the file,
while the file is being run.
