Tcpwrapper on Digital Unix

I am trying to setup tcpwrapper on DU4.0. Basically, everthing works well except the rules
defined for username lookup.

My hosts.deny file has an entry as follows:

daemon procees:username_at_hostsname:deny

I am testing with the telnetd daemon process, and for some reason it allows
the user to telnet into the system even though the rule specifies to deny the
connection. I tested using tcpdmatch utility and it seems to read the rules
file properly and predict that connection would be denied.

Can anyone help me on this?

The version of tcpwrapper is 7.4.
