Disabled terminal

We have an AlphaStation 4/160 on which people have tried to
login unsuccessfully. When you try to log in on the via
the workstation monitor it responds:

        Terminal is disabled - please see Account Administrator

I've checked the usernames being used and unlocked them where
necessary, and used dxdevices to try to find and unlock the
locked terminal but everything appears unlocked.

Can anyone help? What device is the monitor itself?
Is there a way I can reset everything when in desparation?
