I can't set the top speed for my modem at ANYTHING but 9600 bps

I was searching the web for an answer to this question and came across a
very similar one asked by: dallaire_at_total.net

My modem WILL NOT make a connection unless the top speed is set to 9600 bps
on the modem's settings. I have a Pentium 133 running Windows 95, I have a
Zoltrix FMHSP336i 33.6 modem, ATi3 command returns: PCtel 2.15, ATi6
returns:
C-140c060c1360.

Do you have any idea what could be wrong. I'd appreciate any help you
could give me.
