Does badsect(8) work on Digital Unix 3.2 ?

I'm trying to use badsect(8) to create a file around a bad block.
Like documented, the file system must be mouted. Unfortunately :

# cd /news
# badsect BAD 12586879
/dev/rz3g: Device busy

(as /dev/rz3g is the mounted filesystem).

Any clues ?
