Telnet to an address

Hello Managers,

I want to disable telnet to a specific address.

For example, If one of our users wants to telnet xx.yy.zz.dd 3000
Our system should not allow it.

How could this be done?

PS. xx.yy.zz.dd 3000 is not in our site. We are using DU3.2c.
