Best setup for swap?

Hi,
I have been asked to find the best setup for swap on our servers and I'm hoping the you might be able to help me out! We have a number of servers with tasks varying from oracle to web to home directory serving and they're all running Digital Unix 3.2f or 3.2g. I find in various documentation that the range is 2 to 3 times the amount of memory in the box. I've also heard that there isn't enough memory to address any more than three times the memory. Do you hurt performance by allocating more than three? More importantly what is the optimal amount of swap?
Thanks in advance for your help!
