ftp problem

We have three alpha station 200 4/166 running DU3.2. The problem is in
one of the system. Let them be called A,B & C. I can invoke ftp from
A and B to any other system and is find. But from C, if I say
$ftp B
     It prompts for login id and without prompting for a passwd, it says
user login incorrect, access denied. But the same error doesnot occur if
the user is root, i.e.,
#ftp B
     goes through without any problem.
     I have checked the /etc/ftpusers and it contains only uucp. I
copied the executable ftp and the ftpd from system A, but the problem
still exists. The owner and group is "bin" for ftp executable.
     If I change owner to root, group to system, and set-uid to the
ftp executable, normal user can do ftp.
     Any help on this will be very thankful.
