Setting artificial CPU and memory limits to users

Does Digital UNIX 3.2c have a method to limit a specific user's CPU
and memory resources? How about 4.0b?

I have couple of users who have a tendency to bring one of our
system on its' knees by executing extremely complex and large
database queries. I'd like to limit their process usage to about 50%
of the maximum capacity, so they'd have to wait for their processes
rather than having everyone else wait for theirs to finish. It is
frequent
for these processes run for 20 minutes at 97% CPU (using "top").

My objective is not to prohibit them of doing the queries, but lessen
their overall impact to others.

Any other suggestions?
