BOOTP firmware update fails at TFTP

Dear alpha managers,

Have any one of you encountered the following problem:

I tried to do a firmware BOOTP update over the net
to another Alpha DU 4.0 joind/tftp server.
This fails at the TFTP stage; there is no problem for
the client to get its IP address/netmask etc.

The tftp server timesout (and of course so does the
client)

./25-Mar-14:21/daemon.log:Mar 26 12:16:55 singa tftpd[30937]: timer:
maxtimeout reached.

The strange thing is I had this succeed on one Alphastation 255 but
on several others identically configured (Alphastation 255/300,
v4.0 updating firmware 6.1-2 to 6.4-1) it fails.

Even more humiliating, the process succeeds if the bootp/tftp server
is a FreeBSD box! Why, oh why is this procedure succeeding
from a FreeBSD server to Digital Unix client when its bigger
brother fails?
