sysconfigtab attributes

Gurus,
On bootup (the system has been "freezing up a lot lately")
I get
sysconfigtab attribute max-proc-p-usr not in subsys
my /etc/sysconfigtab only has this entry

proc:
max-proc-pr-user = 196

DEC 3000/300 DUNIX 3.2C
