The solution is to edit the X startup parameters.

According to the replies, the file Xservers may be found in one
of the following directories:

/var/X11/adm/
/usr/lib/x11/xdm/
/var/X11/xdm/

You can add a -vsync parameter to /usr/bin/X11/X.

e.g.
:0 local /usr/bin/X11/X -nice -2 -screen0 1280 -vsync 72
