login background and interrupting screen output

Hello:

Does anyone know a quick way to change what the user sees before he or
she logs in, that is, the screen where the actual login takes place.
Can a gif or some other image be placed there?

Also, is it possible to turn off the visual output to the screen for a
given amount of time. Something similar to dxpause without the password
window would be close to what we are looking for.
