How are SCSI bus numbers attributed ?

I'm wondering how the SCSI bus numbers are attributed when you install a
SCSI controller in an Alpha Server. The reason why I post this question is
that I will upgrade my 2100 to a 2100A in the near future. Some PCI cards
actually in my 2100 will maybe change PCI slots when I'll transfer them to
the new 2100A. Bbecause, for example, the 2100 has a "built-in" ethernet
card, and the 2100A comes with an ethernet adapter, I will have to place
that adapter somewhere.

I fear that this will prevent me to put my KZPSAs and KZPAA at their
original location and that their bus number will change, what will happen
then is that all my files in the /dev directory will be messed up, because
maybe the SCSI bus number unto which they reside now will have moved. Is
there a way to ensure that all the SCSI bus numbers stays the same or to
"freeze" the bus number attributed to a controller ?
